Depending on the surface finish of the wheels, you may need to chemically etch them for good primer adhesion. Of course IMO abrasive media blasting would be a better way to etch them. Works even better if you take some 120 grit sand paper and rough up the surface. It takes time for the paint to really take hold as well.
